An advisory opinion is an official Commission response to a question relating to the application of the Federal campaign finance law to a specific, factual situation. Any person affected by the Federal Election Campaign Act or Commission regulations may request an advisory opinion. An authorized agent may also make the request, as long as the agent discloses whom he or she is representing.
The Advisory Opinion Search Process contains all Opinions issued by the Commission
beginning in 1977 and continuing through the present. In some cases, requests for advisory
opinions have been withdrawn by requestors. In these instances letters from the Commission
to that effect are included here. In other instances the Commission was unable to approve
an opinion because no proposed opinion was able to garner the four Commission votes
